Screen for tablet is glitchy/scratchy looking

[AC Question]

Hi my friend downloaded something from youtube comments and this happened. So we thought factory reseting the Samsung Galaxy Tab (wide screen/white) and as soon as the tutorial popped up it was unreadable still. Idk how to put a video up but if you know what causes this and know a fix please let me know . I do have a video at 2397766380 but comment below a way I can post it here if possible.
