My samsung tab 4 will not fully charge and drains very quickly . why?

I can charge my tab 4 but not fully

Perhaps the battery is failing.

Be sure you are using the Factory Supplied Cable/Charger for the device.....this could be the issue as well. But I'm more inclined to believe, as belodion suggested, that the battery could be failing.
