    I was looking through my apps and found it makes me worried about my ignorance of the app as well as possible security problems.

    looking around the internet this comes with some stock devices such as nexus 5.It is listed as an app this is critical for phone functioning.Furthermore Qualcomm is your chipset so it is best left untouched.

    There's not much information on com.qualcomm.shutdownlistener, but it's moist likely the daemon that listens for shutdown signals. If you stop it, you probably can't shut the phone off. That wouldn't be too nice, even if you could remove the battery every time you wanted to shut it off.
