Google Sync turns itself on

On my S7 I have 2 Google accounts, one of which I don't want Drive, Docs and Sheets to sync, but even though I turn it off in the account settings, it still sync. When I try to delete the data of Drive, Docs and Sheets, the phone turns these syncs on by itself.

Make sure that in all of your Google Apps that you have the primary Google account you want to use selected from the drop down. That might be why it keeps turning sync on.
