Can I copy a file to system (root) directory without rooting?

So the thing here is I want to copy a .exe file to the system directory to use it DosBox turbo app, but do I need root to do this? I want a fast answer please because I to get one fast

Even if you could, an exe file which is a Windows file wouldn't work
