Note 7 Samsung I cant tap any apps there is a blue outline around my phone. help!

When I went to screen shot my phone did this weird thing and put a tiny box of the screen shot in the corner of my phone and a blue outline around my whole screen . I can see my apps and when I press the menu bottom I can see things moving around but it wont let me tap anything on the screen. I cant even turn the phone off
