I'm unable to open the notification panel and the home button and recents button is not working. i tried to factory reset but that option is also not working

Welcome to the forums. Try something. Go to settings - users, switch to 'guest' and see if the notifications work normally. Switch back to 'owner' and check again. Tell us how it goes for further assistance.
