That's not possible. You need some form of internet access, whether it's mobile data or wifi, to be able to make or receive video calls on your phone.

To further clarify you don't need WiFi, but you do need a data plan, you CAN use cellular data, BUT you do need a data plan and a video call would use your data. Also it's going to go through the internet. One Plus does not have a Facetime app which (may or may not go through the internet I'm not 100% sure), you would be using Skype, WhatsApp, BBM, etc to make the video call and they all work through the internet. (Facetime might also, I just don't know)
