To further clarify you don't need WiFi, but you do need a data plan, you CAN use cellular data, BUT you do need a data plan and a video call would use your data. Also it's going to go through the internet. One Plus does not have a Facetime app which (may or may not go through the internet I'm not 100% sure), you would be using Skype, WhatsApp, BBM, etc to make the video call and they all work through the internet. (Facetime might also, I just don't know)
