Scanning credit and debit cards

I'm testing a new app that will scan credit card or debit info and populate it into the fields. It doesn't work on every device and/or o/s version. Can this feature be turned on/off? If so, from where?

Although you might mean well in your efforts to create something useful, This is a rather touchy subject matter and could be viewed as a possible means to hack/scan unsuspecting persons credit card information without them knowing. I would be mindful about posting questions about this openly and online. As a means of defense, for those of you who have the new chips located on their credit cards.. I would seriously look into a wallet or case which blocks these scanning devices in the near future.
