Welcome to Android Central! Which phone? Is your mobile data turned on? It has to be on in order to send or receive pictures via text (i.e., MMS messaging).

The SIM card is different from the SD card. The SIM is what allows the phone to connect to your carrier's network. The SD card is for storage.
