Can an S5 be locked after factory reset?

I bought a new Samsung s5 off of ebay from a seller/store with great ratings. The phone was brand new but for some reason kept shutting down everytime it went dark. Took me half a dozen tries to get thru the set up wizard. Long story short, ive retured the phone to the seller for a refund. I did a factory data reset before shipping it back. They have now emailed me saying the phone is locked and they cant unlock it. Its asking for my Samsung account information. They dont want to issue my refund until they can unlock it. Does this seem correct? Wouldnt all that be wiped with the reset? I dont feel comfortable sharing my Samsung account info with them as its now tied to my new phone. Is this fishy? Does that give them access to any of my personal info? Thoughts? Thank u tech ppl!
 
What they say sounds perfectly genuine. They've come up against the problem of FDR protection because presumably you did not clear that before resetting.
