Can I access the transmitter on an android powered phone without using the carrier's software?

I am looking to gain fine grained control of the transmitter on an android powered smartphone. I am looking to tell the transmitter what frequency to transmit on, when to switch on and off, and what to transmit -- not necessarily to a carrier's cell tower, but to another smart phone that is in range, is it possible? Thank you.

I was a radio tech, used to fix police radios. I had to sign the official secrets act that I would never repeat anything I heard. Even listening to telephone frequences is an offence that will land you in prison!
