    So I was going to use the restroom and my phone was in my back pocket. It somehow fell into the toilet and I got it out. But now when I try to turn it off it just restarts itself. I don't what to do about it

    DON'T turn it on. Remove everything, sim, battery, back cover, sd card if possible. Then you need to bathe it several times in easily available Isopropyl Alcohol to clear the impurities (most any water has impurities that cause shorts).

    If you have not already caused damage, don't expect the screen to clear fully for 5 days. You may be able to start it in 24 - 48 hours.
    I did the same on holiday but it was a quick dunk, the ports escaped and I tried it after 24 hours. I was very lucky with my new phone.

    Rear pants pockets are a real bummer.
    I learned my lesson.

    Generally speaking, once electronic devices get wet, even if they work, corrosion will come.. I'd do what the previous poster advised but as soon as able, back the device up and consider a new one...
