From Google Play, Log your Google/Gmail account from there navigate to "Help" section located on the right side of the page. Follow the tutorials or ask a question. I submitted this question: "Reinstall or Re-enable Apps" this should give you clue as to where and how the apps have been installed or not installed in this case as well as general support and app clearing cache issues.
What is happening, is that the Google Play store or your device needs to reconnect in order to exchange data. often this means the apps cache folder and data can become corrupted.. So Google's system thinks you have the app already installed of located on your device when it's not. Clearing the cache and data from Google Play & the Google Play service can help send a signal to the serves.
