I was opening a website but suddenly my phone (vivo v3 max) started vibration and there was shown that you must update your launcher otherwise your phone will be locked what can i do

Turn off your phone, clear system cache and it should disappear. They are trying to scare you into downloading malware so please make sure you don't.
