Google play services has stopped working

I have a Samsung Galaxy S4 mini. It was rooted years ago. It has started showing this message all the time. I have tried everything from these forums and nothing works. So I have tried uninstalling all the Google apps. I've made sure that no restrict background data settings are turned on. I've done a factory reset. I've tried reinstalling the Google play services with the most up to date apks.

So in the settings it says I have android version 6.0.1. cyanogenic version 13.0-20160820-SNAPSHOT-ZNH5YAO0J7-serranoltexx

Please help. I have no idea what's wrong with it
