    I have my 2nd Note 7 (exchanged due to recall), and am a Verizon customer. I have had this issue with both phones.

    When I lower the volume to set the ringer to vibrate, either with the rocker switch or in the settings menu, the notification volume is set to silent, and becomes grayed out. With my previous Galaxy phones (Note 2 and S5) I could set volume to vibrate (with volume rocker switch or in settings menu) and ringer and notifications would both be set to vibrate.

    I cannot figure out how to make notifications vibrate when ringer is set to vibrate I'm missing all my texts when the phone is in vibrate mode.

    I use a 3rd party messaging app, (GoSMS), but it happens with both that and the native app. I have tried uninstalling GoSMS and that didn't help. Reinstalling it also didn't help.

    I have screen capture of the volume setting screen, but can't see where to attach them, here, to my post. Sorry.

    Make sure you have vibration turn on under notification settings.
