App and its widget not working on cellular data but working on wifi.

Galaxy S7 Active, unlocked, fully updated, on Straight Talk service. App WindAlert is only working on wifi not cellular. Other apps are fine. I re-installed twice with no luck. App provider says it is due to Straight Talk being a reseller and they have not had issue with primary carriers. Straight talk says it's the app since all others working fine. Any help is appreciated - thank you.

In the apps settings it might have use cellular data off or in the phone settings you might have restricted its background data usage.
