Home and Overview buttons, swipe, and power off no longer work (Droid Turbo 2)

I have a Droid Turbo 2 with the latest software updates. It says Android version 6.0. Things have been working fine for a year now. Yesterday, I was taking videos, and ran out of storage space (I have a lot of videos and pictures). This morning, the home and overview buttons stopped working. When I am in an app, like messaging or chrome, I can no longer swipe up to even see the buttons. And when I try to power off, instead it restarts.

I have backed up and deleted all of the videos and pictures, and I removed a lot of apps. Now, the Internal storage says 11.21 GB used of 24.06 GB, so there is plenty of storage space. But the system is still messed up. Is there anything I can do to get the phone to work correctly again? I have not tried a factory reset because I do not want to lose some of the games I have on here, unless that is the only way to fix it.
