Pop up ads that's purely Chinese characters...how to stop?

This app appears while I am browsing FB thru FB App, Google chrome, and Free Ad Blocker app...stays for about 5 sec then disappears. I accidentally click on one and it directed me to Chinese website. CM Security, Avast, 360 Security and MalwareBytes all didn't work. Please help!

Hi, boot the device in to safe mode, if the problem goes away then it's being caused by an app you've installed on the phone.

This is what I'm thinking also, that it's a rouge app.
