Why can't I download many apps on my Samsung 4.0 (AT&T) phone?

I have a Samsung AT&T phone but use Ting as my network. I cannot download some very common apps, such as CVS, Walgreens and more. I get the message "Your device isn't compatible with this version". I have a Samsung 4.0 and have updated my software. I am able to download many apps but not all.

What is a Samsung 4.0? Do you mean a Samsung phone that has older firmware Android version 4.0? OR do you mean the Samsung Galaxy 4?
