Why can't I synch my hotmail account to the phone (Oct 29 2016)?

I've had Samsung, AT&T, and Microsoft tech support try to help but nothing seems to help... Two days ago, synch stopped working. My contacts disappeared and my email wasn't updating (I use the Samsung email application, not the gmail application). I removed my hotmail account (Settings, Personal, Accounts) with the intent of reloading it. But now it won't load -- the cursor spins with the message "Checking incoming server settings" but nothing ever happens. I couldn't load my account on a brand new Samsung phone at the AT&T store (the store tech couldn't load his, either). I know that Outlook.com has undergone some updates lately -- I just want to know if others are having this issue and if there's a fix coming soon?
