I keep get a screen overly detected when trying to post pics on instagram?

I've gone into settings to developer and shut it off, still nothing. When trying to post a pic on instagram I get a screen overlay detected then I'm directed to setting where it's only giving me the option to disable the app?

Do you have an app that controls the brightness of the screen? If so, turn it off.
I have seen reports where Facebook "bubbles" cause the same problem.
