Mock location not showing up

[AC Question]

I've developer options enabled, still nothing showing up. When I tap Build Number again it say “no need, you're already a developer.” but when I go to the options, there's only USB debugging option nothing else, When I manually search in settings, allow mock location show up but when I tap it, nothing happens.

I've Android 5.1 Lollipop.
