Incorrect free space. Not letting me add files.

[AC Question]

I have a moto g 2. It has a 5GB drive. When I delete files, it doesn't seem to free up space. So, even though I only have 350MB of that 5GB occupied (selected all inside and checked properties), windows and my phone display 4.9GB occupied instead, which is completely incorrect. It won't let me add or move files now, as it thinks it's full and displays the not enough space message.

Android itself uses about 4GB (or more), so that probably is correct.
