Bought a 2nd hand phone but shows "out of service" under sim card status

I think this phone is another gray import or something.

It shows U.A.E TRA ID under about device but I live in South Africa and I've tried 2 different sim cards from 2 carriers with no luck. Is there a way I can check if it's network locked or maybe blacklisted?
