why isnt it let me connect to public wifi after doinf a factory reset?

My boyfriend currently got the phone about 2 months ago, well one day his little cousin that is 2 locked his phone up, so he decided to do a factory reset after it was done we decided to go to my mother's job where there is WiFi because it wanted us to connect to set up his phone. We tried multiple times and even tried cutting the phone off and trying again. Nothing worked, he just got the phone with minutes put on it about a week ago and don't want to spend money on another. Please help
