Why is it telling me to go to settings -app. and disable the app. Overlay button

I have a Samsung Galaxy S7 android phone and in trying to update any app. On my phone it tells me it is detecting app. Overlay and to go to settings app. and to disable app. overlay...when it takes me there, it has no disble button and when I turn off all the permissions for the apps
listed there...it still tells me to go back there & there is still no disable app. overlay button....how do I turn off the app overlay

Settings... Application manager.... More.... Apps that can appear over.....
