factory image stuck after userdata erase

[AC Question]

I am using urbane 2nd edition watch.
I use the non-preview images for flashing the watch.
After flashing with flash-all it all works OK.
But on erasing the userdata partition,
the watch get stuck on "flying circles" which keeps on endlessly.
