A friend is coming to Mexico and wants to learn to use her phones camera. She's terrified, and so is the person who pays the bills, that she will inadvertently run up a big cellular service bill. Am I correct that if the SIM card is removed the camera and the apps in the phone will continue to function and only phone service and cellular data would eliminated?

Specifically, could we still take photos with a camera app, edit them with an editing app, and download them to an external device to move to a PC?
 
A phone can act like that, yes. You can take all the photos you want and then, like you said, pull them off to a PC, or connect to a wifi router and upload them to a cloud service.
