Stuck on Start Up Wizard at Internet connection

[AC Question]

I bought an unlocked Samsung S7 Edge phone, G903P. The instructions from seller was to start phone without sim card & do Start Up Wizard. Once it finishes Start Up Wizard & goes to home screen, I can then put in Sim card. However, I am stuck at Internet connection. Cant go forward, cant skip, cant go back. It wont let me swipe at the top to go to settings. Should I do a factory reset & then try skip Start Up Wizard & enter manually? Any ideas/suggestions?
