Consumption problem. Wink tablet. How to fix battery drain to fast and overheat? Not charging tablet

Hi. I heave replaced the battery of the tablet to fix the problem. The problem is: Not charging with original charger (2000 mA), but charge with 2500 mA. The battery drains from 100% to 50% in 2 minutes then to 0% in 2 minutes. The battery is new. I supose that i heave to replace the Power Management IC Chip MT6323GA, but i am not sure the consumption is from the chip. Thank you for your help if anyone try to answer me. Today i measured the voltage and seems that the voltage that reaches at the battery for charge is 3 v. The battery is for 3,7 v. So i think that it must be almost 4 v to charge...
