My "Galaxy Apps" app and Theme store only work on mobile data?

Can i get some help on this? I tried:

"Forgetting" WiFi

Restarting phone

Deleting Chace

Factory Reset

but nothing... Is anyone else experiencing this?

its very troubling i just got this phone today btw Google Play Store and other internet services work fantastic on both connections.
