In my settings my camera app is disable. How do i change it. And whats best to have it set on

When I press the disabled button. It doesn't change. It is not lite up now

Some native apps/functions can't be disabled. Camera doesn't do anything until you open it, so there's no need to disable it. If you have marshmallow, you can stop apps from having access to it from permissions menu is that's what your concern is. I kill all permissions that I think are not needed or appropriate.
