How to transfer pictures from Galaxy Note 5 to PC

The screen has gone black because it has been dropped. I want to transfer all the pictures to my computer because I am planning to get a new phone. When I connect the phone to my computer via USB, it says there are no pictures or videos to import even though I know that there are pictures there. There are no folders that show either only the ability to import pictures but it says there no pictures. I am unable to access the DCIM folder because it does not come up.

After you attach the phone to the computer, you need to unlock the security screen, then accept the permission request to let the computer browse the phone.
While this is in theory possible with a nonworking screen, in practice you are not going to have any luck.
