My phone does have CM14 nightlies on it, and can't remember if this came about right after an update or not, but right now I'm on late December build.
I was using the Messenger Apps for default. Tried Textra. Neither can send texts. They do receive some of them, but using Google Voice as default for now and it sends and receives everything. I had Sprint push a PRL update, but issue is still not fixed.
Any ideas?
