I have a voice files that is too large to send vial email. Is there a way I can compress it and then send it.

Once it is received the other end which is in Outlook on a computer can it just be listened to using the appropriate software or does it then need to be de-compressed before listening to.

If you compress it before sending it, they will need to decompress it before using it.

Email is not the correct way to be sending huge files. Upload the file to a sharing site like Dropbox.com or Google Drive or the like, then email the URL to the uploaded file.

Most audio files are already compressed, so compressing it will either fail (depending on the compression app) or result in a slightly larger file (it gets stored as-is, since it can't be compressed, and a header is added in front of it.) As Joe said, use Google Drive, https://www.dropbox.com/ or MEGA.
