Yes you can. Install MeMu Android emulator, it acts as an additional Android device. Google reads it as a Galaxy Tab 3. And you can treat it as such. Log in to Google Play and download games. I play shooters on it (War Robots). It's not cheating when the game WiKi actually puts up the instructions how to do it. Lol.
