    On my Nexus 6P, running the Google launcher, I can do it by doing the following:
    • Find a blank spot on the home screen and long-press
    • Select Widgets
    • Long-press the Settings widget until you can drag it to your home screen, then release in that spot
    • Select Tethering & Portable Hotspot from the list

    Don't Droids have a Verizon hotspot app though, so you don't use the hotspot quick settings toggle, or go to Settings.
    It's possible, I just responded based on the device and service I have access to.

    hallux's idea is an excellent one. There are also 3rd party toggle widgets you can install from Google Play Store. I use Power Toggles, which allows you to create customizable toggle bars either on a homescreen or in the notification panel, and one of the toggles can be the hotspot (which toggles it on with one touch, instead of taking you to the Settings menu).
