I have tried to search around for a solution but all the results I find have to do with slow connections.

I just recently bought a refurbished Note 4 (910A) and I am having a hard time watching videos of any resolution, whether it's on YouTube or just in a browser window. At first I thought it might be a network issue, because I am on t-mobile and the phone is an AT&T phone, but I have done a few speed tests and I am getting between 12-20 Mbps up and 20 Mbps down, so the issue is NOT bandwidth as far as I can tell.

When I am trying to watch a video it takes a minute to load and then it will play for about 30 seconds and then it just starts buffering again. I have tried lowering the resolution down to 144p and even still the problem persists. I should be able to stream 144p at 12 Mbps!

I have tried a few suggestions I have found - I cleared the cache partition, I have cleared the cache for YouTube and for Chrome, but the problem persists.

Can anyone suggest other possible solutions? Or even just suggest what the problem might be, as it seems like a bandwidth issue but can't be.
