Doesn't Smart Switch work? It is convenient for Samsung devices transfer. Or you can use Gmail account. to sync contacts.

Welcome to Android Central! Are the contacts saved to your Google account, or only to the local Device account on the old tablet? If you can see them when you go to contacts.google.com on your desktop browser, then they're in your Google account, and they should sync automatically with the new tablet (assuming you logged in with the same account).
