Why is my dad's phone Boost Mobile phone acting up?

Like the bottom of the screen button keeps flashing different colors (mostly green & blue) and the screen still has the lg start up part showing.

Welcome to the forums. Is the battery removable? If it can, I would remove it for a few minutes, and try starting the phone again.
