how can I fix Alcatel one touch 4015T without a PC or USB Cable or can't download apps of web

Don't have a toolbar at top of screen, can't access Google play, does not have a browser, does not have a phone dialer. to get on internet I go thru Swype in text messages to make a phone call I got to send that number a messages first it want let me create new account on Google play when I get on Facebook if I hit messenger it kicks me out of the page. or when I'm on the internet if I hit the back button it kicks me off can not down load any thing off the web
