I got a new android phone and want to import my contacts from my windows account rather than do them all by hand.

i have tried making a csv and converting it to vcf with a program designed to do just that, only to be told that "couldn't import vcard".
Softsea Cvs to Vcard is the program

i have also tried linking my email to the android. It acknowledges that the account is there, but won't even give me the option to select the account through the contacts page.

i don't have a gmail account attached to my google account because i use my hotmail.

how do i sync contacts into this stupid thing?

What is the brand and model of your Android phone? Is there any option to select other account, like Gmail, through the contacts page?
Gmail can import contacts from other email and CVS/Vcard, and then sync contacts to your device. However, it may depend on your phone.
