It just says Downloading... Do not turn off target!! It also says Custom beside System Status. After trying to reboot it keeps saying could not do normal reboot and goes back to Downloading... Do not turn off target. Someone please help.

It says Custom because the stock ROM's not in it. But in this case, instead of a custom ROM, you have something unbootable in the normal system partition, so it falls back to the recovery partition, which is evidently also not there, so it falls back to the download partition - which - lucky for you - is still there. See [Samsung] How to flash Stock ROM via ODIN. Get a stock ROM and flash it. (The first time is scary. The 10th time you might die of boredom, so do it while there's something good on TV.)

The first thing you can try, though, is either holding down the power button until it restarts, or turning the tab off, then turning it on.

If it still goes to the downloading screen, flash a stock ROM.
