Welcome to Android Central! Which phone? Some phones from carriers have a small partition on their hard drive that gets recognized by the computer as a CD drive, and when you connect it via USB, it causes that partition to be accessed first. It usually has installation files for some typically useless program from the carrier. You can usually exit that window, then open Windows Explorer to access the phone's main internal storage.
