GPS consistently thinks I'm in another town

I'm using a Nexus 7. Every so often, my GPS will relocate to the same location in my home town.... despite the fact I moved away six months ago.

What's even stranger is that I've done a complete factory reset on my device (for an unrelated issue) since I last visited.

I've deleted my location history on Google, and I keep doing a GPS reset with the GPS status app. The latter temporarily solves the problem but every so often, it keeps sending me back to my home town.

What is causing the problem?

Welcome to Android Central! Do you also have wi-fi scanning turned on? Go to Settings>Location​, tap Menu>Scanning, and turn it on there. This can help to improve accuracy.
