Why are 108 apps force stopped & disabled

[AC Question]

This is a replacement phone & I have 108 pre installed system apps that are either force stopped, disabled, and or both.. these are grayed out and can't be restored. Does the Moto play come like this??

I'd say very definitely not. What does the replacer say to account for it?
