Text messages not received

[AC Question]

I have a BLU R1 phone. I can send text messages but do not receive any. It is NOT a network issue, other T Mobile phones in my house work fine. I have tried to put the SIM card in another phone...SAME issue. That phone won't receive messages. I have tried downloading a different message app, deleting all other message apps incl Hangouts...the problem persists. Faulty SIM possibly? Thanks!
