    Ever since daylights savings time (2017) my phone won't keep the proper hour. If no applications are running, the time is correct, once I open an application, the hour goes backward. It's holding the minutes correctly. My phone and two other people I know are experiencing the same thing. I verified that the settings were on AutoDetect, but that didn't help. Once I changed it manually, it'll hold, but I don't want to forget in the fall to update it myself. I've restarted the phone with no resolution.

    Which phone?
    Which version of android?
    Which carrier?

    You said your phone settings are set to "auto" for both the time and timezone, correct?

    Geographically, are you located where the DST and STD times switch?
    (The common complaint is that the switch happens for places that don't switch.)

    I am having the same problem
    Samsung S7
    Android 7.0

    Actually had the problem with a couple of S7's , but on one worse than the others. One possible hint is that sometimes I notice the change (back to CST) after a phone call - but it could be that's just when I happen to glance at the time. Going in/out of airplane mode will fix it, and Wifi on/off does not seem to matter.
